Skills: First Aid and Surgery Reduce Medical Harvest Cost

Since the crafting element of Surgery has been removed, I suggest that instead, First Aid reduces the harvesting costs of Pills and FAKs by 1 AP, with Surgery reducing the cost by a further 1 AP (maybe it could also unlock harvesting of Surgeon's Kits as well).

This seems a fair trade-off for losing the harvesting ability, and in line with how some skills can reduce AP costs for crafting, for instance.

We'd need to build a lot of backend functionality to make this work so it isn't a high priority but it would be good if harvest had more nuance like this. Promote.
