ES Way of Lightning + Athleticism interaction

It seems to me those two skills combined do nothing?

The wiki says:

Effect: While under the effect of this Status Effect, the character is able to move across normally walkable tiles at half cost (so 0.5). If the character has Athleticism, water tiles are also reduced to half the normal travel cost. (so 1? But AFAIK we travel over water for 0.5 with or without Athleticism?)

Can a Dev clarify what is the intended functioning of the feature and what the Wiki entry means?

At this point, we have no way of knowing who posted that on the wiki or if they were a dev or not.

I've edited away the Athleticism reference. Way of Lightning provides the same speed on land and water.
