Autofactions still buy towers without strongholds

I'm not at a device with code for some time, so noting this somewhere I'll see when I do. These should not be spending renown without strongholds enabled, and even after, should not be buying towers without a stronghold active.
Katerina Hasheen - Champion of a better Hashaa
Iron John Mainstay - Free Anchor Pirate turned Privateer
Laeitia Maitland - Grand Aberloch mech pilot, stranded and none too pleased about it
Erduhr-Khazai - Dragon of Tlacolotl, pillager of planes
