Change the name of the Potion of Water Breathing, and the status it confers. Water breathing is a remnant of its previous function, and not really accurate to it's current one.
Maybe Potion of Waterbond, giving the Waterbond effect.

I'm not sure why you wouldn't consider the current function (movement thru water tiles at 4 tiles:1AP) to not be water breathing. I mean, most characters have innate air breathing and that doesn't allow them to pass thru tiles with air at 0AP movement.
That's just what Water Breathing does in the current breath, as a result of there being a huge number of water tiles. Everything that grants "water breathing" right now gives the same 4 tiles:1AP movement for the exact same reason. I don't see a reason to rename everything just because the mechanic changed for the breath.
Empyreal Bond didn't get a name change when it started granting an AP respawn discount or it started giving Prayer results as a bonus, even if it was different from the skill of previous breaths as a result of the changes. It makes more sense to just clarify what "water breathing" means this breath over making a brand new potion and brand new status effect for something that will likely not be relevant outside the context of B6.

I'm not talking about the mechanic change for this Breath. The potion used to literally just grant the ability not to drown. It changed a long time ago, before this year, but the name was never updated. Even with the nerf, it still grants superspeed faster than Flying. This includes Fallen's jet flight. Water is more dense than air, and harder to move through, so something more esoteric than just being able to breathe in water is going on.
As you said, you can breathe just fine on the ground, but that doesn't get you 1/4 AP movement there.
