Gameplay: Make Vials of Acid Targetable

Let them be used for target practice. They're already niche enough as is, giving them another use-case lets people clean up all the acid that gets dumped on the ground from rejected searches.

This was implemented a while back.
Katerina Hasheen - Champion of a better Hashaa
Iron John Mainstay - Free Anchor Pirate turned Privateer
Laeitia Maitland - Grand Aberloch mech pilot, stranded and none too pleased about it
Erduhr-Khazai - Dragon of Tlacolotl, pillager of planes
