GeneralCatton has a Cosmic Affinity pact, but when he uses it, he is not granted any extra MP. It doesn't even raise his max MP. Activating the pact only gives him the 1 MP from Stygian Fury.

The real bug is that this skill was included in the list of options to sell as a pact at all. It's a one-time base stat increasing skill - it doesn't mesh well with the pact mechanics. But since it wasn't a T2 skill at breath launch, it wasn't factored into our list of which skills were barred.
