Unable to se faction due to vassal status

Hobbies unable to set faction flag despite having the right ap/mp and the tile being the correct level of infusion.

Messaged Kandarin about it - because I was vassaled, game was checking my personal infusion type instead of the faction and that was not letting me set. Apparently this was in error and a bug report should be submitted so here we are!

There's a fix for this that should be live now.
