Holy Champion Vengeance Cloak AOE Storms

The Wiki states "Stackable: Multiple castings create more Hail Storms" but casting again simply refreshes the duration. I assume it was documented on the wiki this way because it was intended to work this way or used to, it now does not; possible bug, unless documentation was wrong from the start.

Looks like this calls a "multiple" area status casting whose backend doesn't exist. I'll see what I can do about adding it.
