Way of Earth Soak stacks with armor

I noticed that my ES Fireline who had been wearing a Suit of Rusty Armor had larger than expected soaks listed. I expect it isn't supposed to stack with the new Way of Earth mechanics.

Edit: So talking to an opponent I fought recently, it appears the soak does not stack for purposes of combat. It may just display that way on my character profile.
