Can drop items at <1 AP but not pick them up

Flagging this for future bugsweeping. This seems to be a relic of pickup costing AP.
Katerina Hasheen - Necromancer Advocate, champion of a better Hashaa

This'll be fixed in a pending patch, towing this over to Squashed.
