Zerg flag for infusion from non-infusion action?

Twice in the last 24 hours, I've lost a big chunk of AP/MP on a fizzled infusion and then 2 minutes later been told the zerg flag has faded. I believe this may be due to picking a lock (accidentally) on the same tile on a different character.
- Is that likely the reason?
- Is there any way to know when I will be able to infuse this tile successfully?
- Could we refrain from mysteriously swallowing 30 AP/MP for nothing? If infusion is prevented for a mystery reason, shouldn't I retain the resources?
