Summoning while under the effects of sapping glyph

- You feel as though an oppressive weight opposes your actions. You have spent an additional action point to attempt this action.(2023-01-07 23:00:56).
- You feel the magic within you sapped from your body as you take actions in this area. You have lost 1 MP.(2023-01-07 23:00:56).
Alinar (14048) was squatting in someone else's stronghold after a raid (we capped, they recapped and set, I promptly recapped, but without AP to move away). He saw others come in and disappear, so a Will-o'-Wisp was a logical choice, he can't keep checking with spells forever, what with the ward being back up, and he's not going down without a fight.
I started with 2 AP and 15 MP, no wisp. I ended with 0 AP (correct), 14 MP (incorrect) and a wisp (correct). Seems like it's summoning the pet, deducting the 1 MP glyph of sapping tax, then trying and failing to deduct the 15 MP to summon the pet. Can't confirm whether this is actually what happens, but that's my gut feeling.

There's a pending fix for this in the next patch.
