I just got a lich, bought animate corpse. Went to a space with corpses, but animate not showing up as an option. I don't know if it matters, but when I initially chose lich I hadn't spent enough CP yet and had to double back and buy some stuff.
Maybe I don't know something about corpse raising, it's been a few years since I had a lich.

The button is under the new tab "Pets". It's a bit weird how it's an exception to the rule, but not a bug.
