Can't Harvest Brown Gems from the Rock Garden

The Stone Garden in Elysium has a button to harvest Brown Spellgems, but pressing it gives an error (and no AP expenditure):
Poor 13674, all it wants to do is steal some of Alonai's rocks to throw at angels later. What's so wrong with that?
