Emergency Bunker does not appear in stronghold after being consumed

Two of my factions purchased Emergency Bunker before being raided but no sign of one in the stronghold after only a few hours of being consumed.

An Emergency Bunker upgrade has been consumed to provide some measure of protection to the site of your fallen stronghold. (2022-04-10 21:08:24).

There's a pending fix for this for the next patch.
