Mutagenic Touch costs 15 MP, if you have at least 20

Owen Grady just acquired Mutagenic touch. The button was greyed out at 14 MP. It was still greyed out at 19 MP, but when he had 20 MP it became clickable. Using the skill only cost him 15 MP.
