Arcane Marksman does not deal aura damage

So per some discussions on discord, it came up that Wizard's Arcane Marksman was supposed to add supplemental aura damage (as had been described in the wiki) and it is not. Tested this on some hapless mortals recently. Character link.

- You attack Shien with your Pump Action Shotgun and hit for 19 points of cold damage. The attack left a lingering chill! This attack was endowed with magical energy! This attack nullified some of his magic. You gain 2 XP. (2022-03-19 21:59:56).
- You feel a chill about you as the magic causes the air around you to flash with ice crystals. You can feel the potential hanging in the air, waiting to be discharged. (2022-03-19 22:00:02).
- You attack Eclaire with your Pump Action Shotgun and hit for 19 points of cold damage. The attack left a lingering chill! This attack was endowed with magical energy! This attack nullified some of her magic. You gain 2 XP. (2022-03-19 22:00:57).

- You feel the effects of Frost Shroud fade. (2022-03-19 22:02:51).

This was a casualty of some other changes that we did not intend.

In a pending patch, it will be restored.
