Cannot purchase planar screen

When I buy the Planar Screen upgrade from the faction upgrades screen, it gives me an error message saying that my faction already has the planar screen upgrade and cannot purchase it again.

However, if the faction already had the Planar Screen upgrade, the Planar Domain upgrade isn't listed as being available for purchase.

This was recently hotfixed. The issue was that Planar Screen wasn't addressed in the recent update assigning maximum stored values to some upgrades, which meant that its maximum amount was set to zero.
