Unable to use a pact scribed spell to create a font of spell type

Owen Grady was attempting to use "cultivate ground" for the 7th time in a location (Stygia, Frozen Waste). He only knows acid spells so can normally only create unholy or acid fonts. I clicked "Use" on my Dark Pact of "Frostbite". I refreshed, logged out and in, and waited a status tick, but no option for "cold" appeared in the dropdown.
