Skill Refund XP Debt persists after Character Reset

As the title states, I was refunding Tap Ley Line on Peony (ID 7372) when I decided to reset them instead, and the XP required to refund TLL was carried over (It was originally 150 XP, but I read some books).

Once I gained enough XP to finish the refund, nothing happened as far as I can tell. No free 30 CP or anything.
