That change was in the changelog, but actually the cost change was done weeks earlier and the claim that no one had bought it dates from back then. Skill cost changes don't require a code patch. We did a check that no one had it, then recosted it.

You must have purchased it after the recosting and thus it shouldn't be necessary to do a refund.
