Harbinger of War attack damage does not increase

After activating Harbinger of War, I gained the +1 damage but it never increased to a maximum of +5 damage like it should. This was on an evil character.

(4 times) You attack Liberia Crystal with your Oaken Greatbow and hit for 16 points of holy damage. Her armor soaked 4 points of damage. You gain 16 XP. (2022-02-03 22:50:26).
