Well, everyone saw the message:

But no Diadem of the Ice Queen for the Killshot, which I believe is the reward?
Instead I got the Tome of Everfrost:
- The Queen of Ice shrieks in defeated rage! Her form dissipates into frost, leaving behind a pile of ancient robes. You search them, finding a Tome of Everfrost! (2025-12-18 22:02:29).
Is that expected behaviour? The second run also got a Tome of Everfrost. That's a bit unrewarding TBH (Is that even a special weapon?)

Yep, the change in reward item is one of the things that has changed about this event since it was introduced.
Looking at the code, this changed in January 2024, so successful hunters in last year's event got Tomes too. The only reason why people have leftover Diadems now is because they're clothing items and the Tome isn't, so they survived the Breath item purge while Tomes didn't.
