Whip of Torment not showing in attack menu

Whip of Torment (suffering) isn't showing in attack menu when you have full skill tree, over 2 mp but under 4mp.

A fix to this was part of the latest patch.
Katerina Hasheen - Champion of a better Hashaa
Iron John Mainstay - Free Anchor Pirate turned Privateer
Laeitia Maitland - Grand Aberloch mech pilot, stranded and none too pleased about it
Erduhr-Khazai - Dragon of Tlacolotl, pillager of planes
