Having 5+ rifle rounds doesn't always create a new rifle magazine

Abby Honeycutt observed she had seven loose rifle rounds in her inventory, which is strange. So all were dropped and then individually picked up. At five rounds, a new magazine was created. I picked up the remaining two, then unloaded my rifle which contained one round, which created a nothing. I reloaded the rifle with a full magazine, then noticed that I had five loose rounds in my inventory. Dropping one and then picking it back up finally created a new magazine. Does that make sense? Actually, here's the log:
- You drop every Rifle Round in your possession (7 in total). (2022-12-13 01:42:36).
- (5 times) You pick up the Rifle Round. (2022-12-13 01:43:00).
- You now have enough Rifle Rounds to create a new magazine, which you add to your inventory. (2022-12-13 01:43:00).
- (2 times) You pick up the Rifle Round. (2022-12-13 01:43:13).
- You remove your 1 Rifle Rounds from your Faded M1 Garand, a(n) Rifle. There are enough for you to create a , which you add to your inventory. (2022-12-13 01:43:22).
[The above action did not create anything.]
- You reload your Faded M1 Garand, a(n) Rifle with your Rifle Magazine. (2022-12-13 01:43:24).
- You drop your Rifle Round. (2022-12-13 01:43:27).
- You pick up the Rifle Round. (2022-12-13 01:43:34).
- You now have enough Rifle Rounds to create a new magazine, which you add to your inventory. (2022-12-13 01:43:34).
