Ex-Shepherd Fallen is missing 20% spell accuracy

My Fallen has Spellcraft, Spell Combat, and Battle Magic. Before I went T3 my accuracy with ranged spells was 70% as expected. Now it's only 50% (both on my character sheet and on the weapon list).

have some degree of suspicion of what causes this but can't really mess with it 'til devserver's fixed
