Able to craft some items when already in negative AP

A cat was just able to craft a Katar while already in negative AP.

- You forge the steel into a sturdy, sharp carving knife. After much toil, you successfully craft a Carving Knife! You gain 16 experience points. You spent 6 Action Points creating this item! (2022-03-21 06:33:05).
(Cat is in negative AP at this stage)
- You hammer the steel into a small but deadly hand-held punching dagger. After much toil, you successfully craft a Katar! You gain 22 experience points. You spent 9 Action Points creating this item! (2022-03-21 06:34:31).
(Cat is now negative 14 AP)
