Had to play around a little on Abdiel to try to confirm this, but it looks to me like Righteous Judge isn't stacking with Blade of Light.
So if I hit a demon with no other buffs on, I hit for 11 damage (7 + 4) rather than 13 (7 + 2 + 4).

Looking at the code, the real bug is that this genuinely didn't do anything at all.
