I pay 3 mp every time I swap sub-cloak from effable breeze to effable mystery, which contrasts with what's described on the wiki:

'At the normal 1 AP/3 MP activation cost, the Holy Champion gains all the benefits of basic Cloak of Ineffable Mystery and also can activate Cloak of Ineffable Mystery in Sea form or (if it is already active) switch to Sea form from another form at no cost.'
