+1 million. I think it was well evidenced by early B5 that some of the potential exploits that could come about from this just didnt manifest in the player base. I found the pseudo-fort era to be so much fun chiefly due to ally mixing.

There used to be a two factions in Nexus War called Yin and Yang that was one good and one evil faction that raided/defended together as one group.
