Skills: Automatically Extend Advocate's Excommunication to Hostile/Enemy Factions

As per title
Something like,
When someone requests something from Advocate's Holy Intercessor, the game should both check whether they're Excommunicated and whether they're in a Hostile faction. If either is true, deny blessing.
