Skill: Tattoo of Balance/Equilibrium Buff

Tattoo of Balance and Tattoo of Equilibrium have the problem that (ouside of playing silly games with demonic boons) you can't do anything interesting with them whilst actually keeping them active. If the effects of Balance + Equilibrium made NCs top tier strong whilst fully active I wouldn't be suggesting any level of buffs but even maintaining perfect morality they can at best be described as "flexible" for doing their things, and that's before considering the time they spend not at proper morality (which is most of it as only the most boring of activities affected by the effects of the tattoos can actually be performed at perfect morality, ward/fort bashing and pure passive tanking).

My thought is to let people actually play with the central numbers and then need to balance their morality out later by either converting changes to morality away from 0 into a half hour buff that hits you all at once at the end of your play session (requiring future fixing as normal) or having a status of the nearest 0 morality you've had in the last half hour granted as you change morality and base the effectiveness of Balance/Equilibrium off the state of that buff (should be similar effects but not sure which is more difficult to code). This means you at least get a whole play session benefiting from your careful morality balancing rather than just hearing the whooshing noise it makes as it goes by.

Balance is a cool playstyle and concept, unfortunately the skills being useful for such a limited morality window means that they don't give very much opportunity to actually play with them other than turning off morality inertia. If NC being played in a very supporting faction tightly to the morality goals didn't feel like my weakest character by a significant margin I wouldn't be suggesting something that is a straight buff but my thought is it should make it a lot more fun to play without actually making it as/more powerful than any of the other classes I've had a close look at. It is also noteworthy that my TRO rev killing whatever she can find player wise in purg spends less time on MO maintenance than my NC doet and there's a lot of good enemies of TRO sleeping if purg...
