Ship Movement - Mooring

Lunas suggestion
Allow a ship to moor to any dock, port, jetty, terminal or oil rig tile (any similar water structure) - making it immune to drift so long as it is adjunct to one of these structures.
Cost: 100 renown upgrade, could add an deactivation/deactivation cost of 5ap to stop ships getting stuck on them as they pass.
Add additional tile types to the list for balance like bridges, lighthouses if needed.
Spicy additional suggestion - make it any non-sea land tile
