So, there was a discussion about a month ago about vulturing. Without saying anything about the social expectation of being safe in a downed SH, it is still true that some factions have a 'gentleman's agreement' to avoid vulturing and some individuals may wish for their own reasons to avoid it even if they belong to a faction that doesn't take part in that agreement.

That said, it can be difficult when coming upon a single person or small group in a random spot, to know whether they are, in fact, part of a downed SH. This is especially true if your alt wasn't part of faction that was taken down or part of the raiding team that did so.

For a period of time* after a SH flag is taken, the game code marks the location so that whenever anyone who has activated the toggle goes to the inside location of the downed SH, a warning shows up in their Message Pane stating "YOU HAVE ENTERED A DOWNED SH." What the recipient of the information does then is up to them, but at least they would know.

*I suggest a bit more than 24 hours - or until a SH is set there - to allow time for someone to log in and reset the SH. If no SH is reset on the spot within 48 (or 36, or whatever) hours, the message no longer appears.

I support this, although I think something similar already exists: the emergency bunker upgrade (which could be extended).
