Stronghold: Ally Slow Effect
If ward policy allows allies in, they shouldn't be subject to the slow and sapping effect that intruders are subject to when the ward is near full. Or make that a separate policy.

This is one where whilst I could see that whilst pretty much everyone would want to turn it off it is probably better for the game if it isn't an available option. Probably actively grinding in an ally's stronghold feels to me like it shouldn't be an actively encouraged mechanic. It's probably also useful to make the shop factions awkward to weirdly camp in without the shop making an unfriendly choice given it isn't an option they have available to turn off.

Agreed with mousus, though I would consider it totally fine if the out-of-the-stronghold bonus bonus ap got removed, which I do think was ill favoured from the outset.

Seem like allies shouldn't be penalized like hostiles. Maybe a lesser penalty, like slowing without sapping?
