Allow crafting actions that you'd need a Portable Toolkit for in places where you could assemble a toolkit. Even without a toolkit in your inventory.

If the tools are there for you to gather into a kit, they're there for you to use. Just basic common sense.

I guess this logically should include flipping power in a Power Station.

I mean, the point of crafting a portable toolkit (and why it costs so much AP to do so) is that all the tools aren't immediately available. It would be strange to spend 15AP to put one together if all the tools were already there and available for everyone; it probably wasn't taking 15AP to just find a box to put them all in.

That said, I think it'd be perfectly fine to allow this. Perhaps take a few extra AP for each action, if it seems unfair to just allow people to craft arrows in a Power Plant, althou I'm not sure if that is necessary. I'm sure that people would prefer to repair a Power Plant generator with just 20AP over needing to spend 15AP to craft the toolkit and another 15AP to turn on the generators.
