Good characters have a number of difficulties in combat. They need to buy a 10CP Sense Morality skill to even know who valid targets are, assuming they aren't just willing to attack anyone and potentially lose their MO. And angels need to buy the (normally 60CP) Hand of Zealotry skill to even fight...

Hard disagree with any nerf to Eye Of Death. It's a class-defining ability.

The same mechanic applies to Fallen with Bond of the Mechanical. Reloads will come from ammo first then HP second. I suspect it's a function of how it was orgiginally coded i.e. nobody expected that players would want a choice.

The changes to Planar Protection for B5 were not the best. No Neutral character class has access to Planar Protection? I think this is a solid idea. There's a lack of certain affinities such as the aforementioned mundanes and Arcane.
