The faction link should be at clash.php?op=faction&do=view&id=661 and there is a Join button, but if you’re currently in a Faction you’ll have to leave your current Faction first.

It currently is not. There’s a Wizard Council feat that technically allows some of this sort of enchant to exist, but that’s kind of niche and they can’t be made the normal way.

A hotfix has been pushed live that should address recurrence of this issue permanently.
