I just think, you're already limited to only 3 mutations, can't they just be cheap?
It could be 1 AP + 2x number of mutations on target, so 1st is 1 AP, then 3 then 5.

Just generally having enchanted items not stack seems like it would be better. I can't think of any situations where that's helpful.

I don't really understand. This is twisted leap, 10% accuracy (kicks only), +2 damage, and two new innate attacks which realistically have +5 damage punch/+7 -5 net % accuracy kick all rolled into one skill. It's way too much. Still doesn't feel quite right to me. Its a nifty buff but man having a whole stronghold of people fully augmented die seems like it would suck.

I think what's happening is something like, the way boons work was not updated to account for the new (circa B5) way spell auras work, and as a result it doesn't play nice and definitely doesn't work consistently. With only 15 hp, mediocre damage, and bad accuracy, these little guys are pretty useless. A fancy special ability would be ideal, but if not that then I'd suggest a little more accuracy, and about 30-40 hp total. That would make them vaguely usable instead of basically being a free snack.

It's definitely bad and could use a boost, that much I absolutely agree with. But I think fully stopping enchantment decay is something that shouldn't be given to non enchanters (and I don't even think it's good for the game for enchanters to have it)

I'd really like to see the duration extended a little bit. 1 status tick buff/debuff was always weak, and it's only gotten weaker with titan ticks.
