Yae, no, this would make the Wormhole skill useless. You'd never be sure if your Wormhole worked or not. Same thing happened to my Seraph once. I stopped at 0 AP over water, and wasn't able to regenerate any AP even though I was flying. I'm not sure if this was an issue before or not, but due to so many water tiles I guess this appeared in the current Breath.
